RACING Queensland Ltd has drawn up a secret plan that relies on more than $200 million of taxpayers' money for projects devised without any industry consultation. The Courier-Mail

has obtained an "asset management plan" drawn up by RQL chairman Bob Bentley and presented to Cabinet last week.

Part of the proposal is to sell Albion Park for $100 million to partly fund upgrades of provincial tracks, including the Gold Coast ($48 million), Beaudesert ($20.8 million) and Mackay ($18.3 million). Cairns and Rockhampton will also have smaller capital works at a total cost of $10 million.

But there is a sting in the tail for the harness and greyhound codes, which, under the plan, would be relocated to inner tracks at Deagon and Ipswich, and a promised premier dog track at Logan scrapped.

Under the proposal before Cabinet, Mr Bentley wants a wagering tax-sharing arrangement with the State Government, which grants RQL $20 million a year for four years extended by another two years.

Queensland Racing also wants to borrow a further $100 million from Queensland Treasury Corporation.

To combat opposition to the Albion Park sale, the Bligh Government might have to consider placing the site under the Urban Land Development Authority.

Greyhound and harness participants will be aghast at plans for their codes to be relocated to the infield at the Deagon thoroughbred training centre and Ipswich racecourse.

A planned stand-alone greyhound track at Logan has been canned and Ipswich Showgrounds track will cease to be a training and racing venue.

The Parklands track at the Gold Coast will disappear with the land required for the Gold Coast University Hospital.

The only harness TAB tracks will be inside Deagon and Ipswich racetracks.

In Townsville, greyhound racing – currently located at the showgrounds – will be transferred to the inside of the Cluden gallops venue.

A major stumbling block to the ambitious asset plan is the value of the Albion Park site.

It is understood the whole area would need to be raised by over a metre to avoid flood problems, caused when there is heavy rain in conjunction with king tides from nearby Breakfast Creek.

Local residents will be irate at the loss of green space and also the negative impact on what already are major traffic issues in the area.

A Government spokesman said the submission was being considered.
